Named after the Constitutional Amendment that enacted Prohibition and then subsequent Amendment that repealed it, 18th & 21st promises to bring back a bygone era through an elevated, tailored evening experience. Our food and cocktails reflect the feel of prohibition supper clubs. This not to say we're stuck in the past, but rather that we try and emulate the style of that era. That means beautiful presentation, careful crafting, and perfect pairings to keep your night on beat. Atlas Restaurant Group presents Monarque, a French brasserie located in Baltimore’s Harbor East. Monarque is inspired by the French era of prosperity when culture boomed and extravagance flourished. The cuisine is complemented by a beverage program with over 500 French wine labels and an extensive collection of Cognac and Armagnac.

Transporting guests to another time and place while being rooted in the present, Monarque hosts a rotation of acts every weekend, with Baltimore's best jazz musicians, cabaret vocalists, burlesque dancers, and more.

Monarque welcomes guests of all ages Sunday through Thursday. On Friday and Saturday, the experience is suited for guests 18 years of age and older, and only adults are permitted to dine.

When making your weekend reservations, please note that parties of 1-5 guests will have two hours to enjoy our cuisine and entertainment, parties of 5-8 will dine for two hours and 30 minutes, and parties of 9 and more can enjoy seating for three hours.

The vibes are fantastic. Everything we ate was delicious. Entertainment was phenomenal and really fun. We had everything we needed and our server was great, and support staff was very attentive as well. The pacing is really nice because you get to enjoy the vibes and finish each course without feeling rushed. This is a great place to go on a double date! We loved it and will 100% be back to try what we didn’t get to last night. 10/10.

Wye Oak Tavern is a wonderful restaurant. The food was top-notch. Delicious and beautiful dining rooms. Elegant and comfortable. Frederick just gets better and better. I would give it five stars for service but they were a bit slow at the start of our birthday party dinner. I suspect they’re just working out the kinks of a new place and when that’s done it will be phenomenal.
