Originally known as Phoebe's Garden Café, the restaurant has a long and colorful history in Syracuse. Local lore claims that the building was originally a brothel, and Phoebe was its madam.
In the summer of 2004, Phoebe's experienced a refreshing makeover with a bright new look in the atrium dining room with fresh paint, new upholstery, and artwork. The coffee lounge also opened that year, and it became an instant hit with the surrounding university and business crowd. Those changes also warranted a new name to reflect the updated attitude and ambiance: Phoebe's Restaurant and Coffee Lounge. Classic elements of Phoebe's remain untouched—the French onion soup and enticing crème brulee, for example, but other menu items change seasonally.
The Lounge also has its own seating area and free wireless internet capabilities. Phoebe's old world charm is right at home in a revitalized area of the city.

    Overall wonderful experience! The drinks were great (rose and blood orange mule). Risotto balls were one of the best appetizers we’ve had in a long time. My wife said her clam chowder was the best she’s ever had. Entrees were very enjoyable. I had the pork shank which I couldn’t have been happier with. The meat practically fell off the bone. My wife had the broiled haddock which she enjoyed greatly. We were pleasantly full but saw someone have the crème brule, we hadn’t had that anywhere in years so had to share one. It was the perfect end to the meal. Our server was great and corrected an error we made in ordering (timing). Glad we chose Phoebes after many years since our last visit.

    The service is excellent. The food is a little too exotic for my liking, but they left the extra items off my shredded rib eye as I asked and it was delicious. Parking can be a problem unless you park in the parking garage next door. It's not Dominick's, which I miss, but if you like exotic food it;s an excellent choice.

    Nice alternative for pleasant lunch. Server was somewhat inattentive, had to seek her attention 3 times for different things she ought to have handled automatically. Chef's soup of the day, asparagus+, was unusual and tasty; my husband enjoyed the broccoli and cheddar soup. Quiche with mushrooms OK but somewhat bland; big green salad that came with it was plentiful and fresh. His salmon was covered with artichoke and capers--again, a nice change of pace. Prices were as expected.

    The menu had a nice variety of options. Vegan choices for apps were good. Only one vegan entree and no dessert. Cocktail wine beer menu was pretty extensive. Waitstaff excellent & ambiance pleasing.
